Mostly flags provide first 4 documents at
the time of Registration, Some flag additionally issue
CMN & COO like Jamaica, Moldova, Mongolia etc as according to their
systems and rules. However NEC & COD will
require at the time of closure of Flag Register. COE
is compulsory for all seafarers on board to
possess the flag issued COE against their COC.
Application form for Ship Registration duly
signed, dated, completed in capital letters. This form should be filled
by the ship-owner or the person on his behalf and must affix the company
stamp.
Application form for Ship Station License and Minimum
Safe Manning duly signed, dated, completed in capital letters.
These forms should be filled by the ship-owner or the person on his behalf and
must affix the company stamp. (Normally many flag
register prepare the Application forms combined to make it one but some flag
administration requires separately like Panama.)
Application form for Continuous synopsis Record (CSR)
, If the vessel meets the requirements for ISPS Code as
applicable it is also signed, stamped by the owner or manager of the company.
Declaration of Ownership
duly signed, stamped and notarized by notary public.
Declaration of Company Security Officer (CSO),
if ISPS Code are applicable on the ship.
Declaration of Company Management or
Agreement of Management Company,
if ISM Code are applicable on the ship.
If the ship is newly built, than copy of
Builder's Certificate
(BC) will be
required duly notarized by the notary public, consulate,
or any governmental authority. (Original
will be submitted to flag register at the time of Permanent Registration
required).
If the ship and owner are existing and just transferring the flag
than copy of Bill of Sale (BOS) will be
required duly notarized by the notary public, consulate,
or any governmental authority. (Original will be submitted to flag
register at the time of Permanent Registration required).
If the ship is sold and new bill of sale executed, The Current and
previous both Bill of Sale's Copies will be
required duly notarized by the notary public, consulate,
or any governmental authority. (Original will be submitted to flag
register at the time of Permanent Registration required).
Copy
of Certificate of Good Standing will be
required on which the vessel is going to be registered
Copy
of Certificate of Non-Encumbrance or Deletion
from previous flag showing dues are cleared.
Copy
/ Fax Confirmation from the Classification Society (RO),
that upon registration and satisfactory survey, they will issue the Statutory,
ISM, ISPS, Class certificates to the ship.
Copy / Fax
Confirmation from the Radio Accounting Authority (RAA)
that the vessel is in their contact.
Copy / Fax
Confirmation from the P&I Club that the vessel
has been insured with them.
Copies of Previous Flag Administration certificates,
Previous Class issued Statutory Certificates, ISM Certificates, ISPS
certificates are compulsory element.
Copy
of last issued Continuous Synopsis Record (CSR) or
Closing CSR (if deleted).
Valid Seaworthiness certificate will be
required if the vessel is over age. issued by approved RO.
Above mentioned requirements are mandatory
by most flag administration, sometime flag can demand any additional document
like Owner's Passport copy or all seafarers Certificate of Competencies or
Endorsements as issued by last flag etc. The flag administration can ask any
documents for its satisfaction of ownership and which is understand as
necessary requirement for the registration documents.
